In 1996, Harvard Professor Regina Herzlinger published Market Driven Healthcare and followed that
up in 2007 with Who Killed Healthcare . Both tomes have served as roadmaps for health care reform for years. At a meeting in Milwaukee about that time hosted in part by the MMAC, I had the honor of meeting her. I still have this photo on our website. (We miss you, Bruce.)

piece Regina co-authored with Joel Klein appeared in the WSJ. It is a proposal calling for IRS to tweak code – no legislation requited – to allow individuals to buy health insurance with pre-tax dollars, as do employers.
The premise is that employers are loath to
buy narrow (lower cost) networks but given a choice, individuals would.
